Type "invest" plus "type of tech" plus "amount of cash".
Types of tech include:
land_tech
naval_tech
production_tech
trade_tech
government_tech
country_morale_tech
advisor_arrived_tech
ledger_naval_tech

ledger_goverment_tech
current_tech
Example: invest land_tech 20000 = $20,000 invested in land lechnology.
