OK...I've got another game that I played waaaaay too much of in my younger days. This pic is probably the least obvious one from the game that I could find. Still...shouldn't take you guys long to figure it out....therefore, no clues yet. Attachment:

What's throwing me most is that I don't see any of that ubiquitous orange roof tile on any of the surrounding buildings. The image isn't pixelated enough to be the first Caesar. And by Caesar III, they knew enough that instead a ring of pennants, they needed to show burlap/canvas awnings for the upper tier.
So I'll go with Caesar II.
